Case study: The ANIPOC communication system at the Páty Municipal Police Department

Over the past year, we have integrated our new ANIPOC internet-based radio system into numerous law enforcement and civil guard organizations. This time, the Law Enforcement Office of the Mayor's Office of Páty shared their experiences with us, having switched to the new PoC (Push-to-Talk over Cellular) internet-based communication technology in 2025.

The Páty Law Enforcement Office is responsible for public space surveillance, field guarding, and professional fishing law enforcement tasks in the administrative area of the municipality of Páty. The organization was established on January 1, 2020, as an internal, independent department of the Mayor's Office. It currently employs four people: an office manager and three law enforcement professionals. Gábor Hermann, Head of the Law Enforcement Office, answered our questions.

What communication technology did you use before?

"Previously, we used mobile phones for direct communication and Baofeng handheld radios for group communication. The system worked, but coverage was limited, mainly due to the topography of the town."

How did the need for PoC technology arise?

"We were looking for a solution that would provide stable communication over a longer range, regardless of the topography. It was important that patrols and headquarters could maintain constant contact without delay."

How did you choose the technology and supplier?

"I came across the ANIPOC system in a Facebook ad. We then contacted Anico Kft., and a short trial period began in early July. The trial was very convincing, so by early September we were already commissioning our own ANIPOC fleet."

Did users participate in testing the technology?

"Yes, all of our colleagues had the opportunity to try out the devices. The PoC radios met all of our requirements: they provided excellent sound quality and a reliable connection even over long distances. They are easy to use, and the user interface was quick to learn."

Why did you choose the ANIPOC system?

"We needed a stable, long-range solution suitable for group communication for law enforcement tasks. The ANIPOC system provided this perfectly. The dispatcher function, GPS positioning, and web interface offer additional benefits, although these were initially only included as extra services."

What devices and services are you currently using?

"Our system currently consists of the following:

Communication is based on mobile internet and WiFi, so the PoC system operates stably throughout the entire municipality."

How does the system affect your daily work?

"The system provides stable group communication, which significantly increases the efficiency of daily tasks. Law enforcement officers typically perform patrol duties alone, so patrol officers are able to stay in constant contact with each other. From the surveillance and control center, the dispatcher function also operates an additional web-based communication unit, and the patrol stations are visible on the geographic information system, which enables direct activity management."

What are the most important business benefits of PoC technology?

One of the biggest advantages of PoC transceivers is that they provide reliable communication at low cost in environments where traditional UHF radios do not work properly. In addition, the system is flexibly expandable and does not require a separate radio license.

What is your experience with everyday use?

"The system is stable, easy to use, and reliable. The radios can operate for up to 24 hours on a single charge, which is more than enough for a full shift. Our colleagues quickly got used to using it and have been satisfied with it ever since."

Do you have any future plans for the ANIPOC system?

"We want to be the first in the country to connect the isolated municipal police forces (public space surveillance and field guard services) in the Zsámbék Basin into an integrated communication system, which could significantly help the rapid flow of information and mutual assistance. Local civil guard organizations could also be integrated into the system at a later date, allowing the ANIPOC system to function as a complex public safety communication system for micro-regional cooperation."

Have there been any requests for new features or accessories?

Yes, during use, there has been a demand for secure attachment to tactical belts and the use of earphones, for example during event security. These small additions could further increase the convenience and usability of the system.

Summary

The example of the Páty Mayor's Office Law Enforcement Office clearly shows how effective the ANIPOC PoC communication system is for local government and law enforcement agencies. Reliable internet-based communication, real-time dispatcher connection, and GPS-based tracking all contribute to making law enforcement work safer and faster.
